On September 5, 2019, HUD published Revision 4 of the Notice of Demonstration of Rent Assistance (FDR) (Notice H-2019-09 / PIH 2019-23 (HA). The revised notice implements the recently passed authority of the Consolidated Appropriation Act, 2018, which approved the conversion of affordable housing for seniors benefiting from eligible project rent assistance contracts (PRACs) under section 202 into project-based rent assistance contracts (PBRA) or project-based bond contracts (PBVs) under section 8 of the second component of the SAR. to obtain housing that serves the country`s most vulnerable elderly residents. The option to convert to long-term section 8 support under the RAD provides the opportunity to recapitalize the aging stock of PRAC properties under section 202 while protecting residents, maintaining control over not-for-profit organizations, and extending the period during which properties must remain affordable. Section IV of the RAD Communication provides instructions and program requirements to PRAC project owners under section 202. The Office of Management and Budget (OMB) has approved the RAD Records Reduction Act (PRA) Collection 2502-0612. This collection has been submitted for renewal and the forms listed on this page are still pending. (15.09.2021). HUD has created guidelines that PHAs and their partners can use to understand the new Faircloth to RAD process and submit relevant submissions to HUD. Nonprofit owners can submit an initial submission of interest for a conversion through the RAD resource office. HUD uses the first interest submission to assign a transaction manager who will contact the project owner to discuss the conversion process and the project owner`s goals for the project. Recipients should visit the RAD Resource Office for materials and advice on the transition process, including training materials and advice on how to submit and complete the funding plan. .
