On September 5, 2019, HUD published Revision 4 of the Notice of Demonstration of Rent Assistance (FDR) (Notice H-2019-09 / PIH 2019-23 (HA). The revised notice implements the recently passed authority of the Consolidated Appropriation Act, 2018, which approved the conversion of affordable housing for seniors benefiting from eligible project rent assistance contracts (PRACs) under section 202 into project-based rent assistance contracts (PBRA) or project-based bond contracts (PBVs) under section 8 of the second component of the SAR. to obtain housing that serves the country`s most vulnerable elderly residents. The option to convert to long-term section 8 support under the RAD provides the opportunity to recapitalize the aging stock of PRAC properties under section 202 while protecting residents, maintaining control over not-for-profit organizations, and extending the period during which properties must remain affordable. Depending on the type of conversion decision made by the ASP, one of the HAP contracts listed below will be executed in addition to all applicable drivers.
